Accepted?

Opening my mailbox today I found a large envelope from UCONN. My excitement peaked immediately, obviously thinking that if I receive a large envelope as opposed to a regular letter it means I have been accepted.
After reading it however I wasn't so sure!

Alright, so the acceptance committee has "recommended" me for admission. What the heck does that mean?!? Aren't they the ones making the call? Is there some higher unknown power controlling whether or not you're good enough for their school? So what criteria are they using for selection -- are they scouring your Facebook page to see how many friends you have or how many institutions of higher education you've "liked"?!

Looks an awful lot like a credit card pre-approval!
I'm sure somewhere some sadistic power-monger school administrator is throwing darts at a dartboard to pick which candidates were sent "pre-approval" letters only to get the ax a few weeks later. Laughing maniacally in his office adorned with confiscated pot, kegs & beer pong tables. Ok maybe my imagination is getting the best of me -- but call it prep for a creative literature class!
